China’s MSA Issues Opinions on Promoting Green and Low-Carbon Transformation of the Shipping Sector

On April 9, 2026, the Maritime Safety Administration (MSA) of the Ministry of Transport (MOT) officially issued the Opinions on Promoting the Green and Low-Carbon Transformation and Development of  Shipping (Opinions), in a significant policy move to implement the CPC Central Committee and the State Council’s decision on the green transition in all areas of economic and social development, and  the relevant requirements of the MOT on green and low-carbon development of transportation sector.

The Opinions set strategic goals for 2030, including fully establishing a complete technical standards system, safety regulatory framework, seafarers’ training, examination and certification management system, and green fuel bunkering safety standard system for new energy and clean energy vessels; fully implementing a maritime carbon emission monitoring, reporting and verification (MRV) system suited to China’s national conditions; significantly enhancing China’s influence in formulating greenhouse gas emission reduction rules for shipping at the International Maritime Organization (IMO); and achieving a 15% cut in international shipping carbon intensity compared to 2025 levels.
