Transfer of marine vessels from Jiangsu, Zhejiang and Shanghai without stopping for registration from 1 January 2022

Recently, Maritime Safety Administration issued the Notice on Piloting the "Non-Stop Sailing Certificate" Service for Marine Vessel Transfer Registration in Parts of the Yangtze River Delta (hereinafter referred to as the "Notice"), which will pilot the "Non-Stop Sailing Certificate" service for marine vessel transfer registration in Shanghai, Zhejiang and Jiangsu since 1 January 2022, to break regional restrictions and significantly compress the time and cost of transfer through convenient measures such as "parallel application" and "separate processing", so as to realize a "win-win" of vessel transfer and operation.

According to the Notice, Shanghai, Zhejiang and Jiangsu marine vessels are no longer required to return to the port of registration for reasons such as ship trading, residence relocation and route change, and can be registered without suspending navigation. The ship owner can apply, at the same time, for the transfer of registration to maritime departments of the new and old ship registration port, and the maritime departments will approve and issue the certificates simultaneously. Meanwhile, ship registration and inspection are separated. Ship owners can apply for registration with the valid ship inspection certificate issued by the previous port of registration and such certificate will continue to be valid until the next regular inspection window.
