China Pilots Framework for Assessment of the Sustainable Fuels in Transport Released
On December 29, 2025, the Conference on the Framework for Assessment of the Sustainable Fuels in Transport was held in Beijing. The Global Sustainable Transport Innovation and Knowledge Center (GS TIKC), China Classification Society (CSC), China Energy Engineering Group Co., Ltd (Energy China), and COSCO Shipping Logistics & Supply Chain Management Co., Ltd. jointly released the Version1.0 of the Framework for Assessment of the Sustainable Fuels in Transport (Framework). This milestone marks China’s assessment of green marine fuels step into a substantive phase.
Aligned with the requirements of the International Maritime Organization (IMO), the framework takes the full-life-cycle evaluation for green marine fuels as its core and establishes a multi-dimensional evaluation framework covering resource sustainability, reduction in greenhouse gas emissions, traceability, as well as environmental and social impacts. It fully absorbs internationally accepted practices while closely aligning with the realities of China’s industrial development, thus contributing a Chinese solution to advancing the green and low-carbon transition of the global shipping industry.
The year 2026 marks the first year for China to fully shift its regulatory approach from the dual-control of energy consumption to the dual-control of carbon emissions. The GS TIKC will continue to collaborate with all stakeholders to advance the development of the framework, and build an open collaborative platform integrating bunkering services, fuel certification, and carbon footprint trading. These efforts will contribute to the green and low-carbon transition of international shipping and accelerate the development of a transportation powerhouse.
