The PRC Maritime Law (Amendment Draft Second Revision) Calls for Public Comments

From June 24 to 27, 2025, the 16th meeting of the Standing Committee of the 14th National People's Congress was held in Beijing, during which the Maritime Law of the People's Republic of China (Amendment Draft Second Revision) (hereinafter referred to as the "Maritime Law (Amendment Draft Second Revision)") was reviewed. At present, the Maritime Law Amendment Draft Second Revision) has been publicly solicited for comments in the "Dratted Law for Comments" section of the National People's Congress website.
There are a total of 16 chapters and 310 articles in the Maritime Law (Amendment Draft Second Revision), and the main amendments compared with the first draft include adding provisions on the protection of seafarers' rights and interests; Restore the relevant rules of voyage charter-parties on the application of sea cargo carriage contracts; Delete the reference provisions on the application of inland cargo transportation and vessels; Delete the reference provisions on the application of mutual insurance; Improve the personal injury and death liability insurance and financial guarantee system for passengers; Modify and improve the scope of shippers; Modify the "Transport Document" to "Bill of Lading" according to the specific situation; Revise the limitation period for claims of disputes over sea cargo transportation and towing contracts from two years to one year.
