Opinions of the Ministry of Transport, the Ministry of Commerce, the State Administration for Financial Regulation, the National Railway Administration, the Civil Aviation Administration of China, the State Post Bureau, and China National Railway Group Co., Ltd. for Promoting the Development of “One-Bill System” and “One-Container System” for Multimodal Transport in an Accelerated Manner(hereinafter referred to as “Opinions”) were put forward On 24 August. Opinions shall further promote the quality and efficiency upgrading of transport logistics, and more effectively serve and support the realization of “smoothing the flow”.

“One-Bill System” and “One-Container System” for multimodal transport is an inevitable requirement for building a modern comprehensive transport system.According to the Opinions ,efforts shall be made to further improve the laws and regulations system for “One-Bill System” and “One-Container System” for multimodal transport through three to five years, openness and sharing shall be accelerated for the information on multimodal transport, the document service function of multimodal transport shall be deepened and expanded, the leading backbone enterprises of multimodal transport shall continue to develop and grow, and the promotion of the “One-bill System”service mode featuring one-time commission by consignor, one-time settlement of fees, one-time insurance for goods, and whole-process in charge of the multimodal transport operators and the “One-Container System” service mode featuring no change, no unpacking, and one container till the end shall be accelerated,and the quality and efficiency of comprehensive transport services shall be comprehensively improved, to more effectively serve the building of a new development pattern.
