With the approval of the CCPIT and the People's Government of Fujian Province, and submission to the Department of Justice of Fujian Province for record, CMAC established the Maritime Silk Road Arbitration Center in Xiamen, Fujian Province.

On March 30 2023, during the opening ceremony of the 7th International Mediation Summit Forum, the Maritime Silk Road Arbitration Center of CMAC was officially inaugurated.

REN Hongbin, Chairman of CCPIT and CMAC, LUO Dongchuan, Deputy Secretary of the Fujian Provincial Party Committee and Head of the Leading Group for the Construction of the Maritime Silk Road Central Legal District jointly unveiled the opening of the CMAC Maritime Silk Road Arbitration Center. The inauguration ceremony was witnessed by KE Liangdong, Vice Chairman of CCPIT and CMAC, WANG Shumei, Deputy Ministerial-level Member of the Adjudication Committee of the SPC, HUANG Wenhui, Deputy Secretary of the Xiamen Municipal Party Committee and Mayor of Xiamen People's Government, JIANG Wei, Vice Chairman of the China's Law Association, JIN Yinqiang, President of the Fujian Higher People's Court, HU Wenhui, Deputy Director of the State Intellectual Property Office, and LUO Houru, Director of the People's Participation and Promotion of the Rule of Law Bureau of the Ministry of Justice.

Chairman REN Hongbin said, as the core area of the 21st Century Maritime Silk Road, Fujian Province, Xiamen in recent years, studies and implements in depth President Xi's thought on the rule of law. Taking the rule of law as an important part of optimizing the business environment and deepening reform and opening up, it vigorously develops the legal industry, gathers the talents and professionals of rule of law, fosters intelligent legal services, strengthens international legal exchanges and cooperation.The construction of the Maritime Silk Road Central Legal District has continued achieving pleasant result and taking new steps. The establishment of the Maritime Silk Road Arbitration Center of CMAC in Xiamen is another major initiative of CCPIT to assist Xiamen’s building of Maritime Silk Road Central Legal District in Fujian Province. The arbitration centre will give full play to its legal service function of arbitration, strive to develop into a leading institution for foreign-related arbitration services in this region, provide independent, impartial, professional, efficient and clean arbitration services to both Chinese and foreign parties, and contribute to the creation of a market-oriented legal as well as international business environment.

In his speech, Deputy Secretary LUO Dongchuan stressed that Fujian is an important breeding ground and place of practice for Xi's thought on the rule of law. While deepening foreign economic and trade cooperation, Fujian Province regards building a strong province under the rule of law as an important work goal, striving to establish and improve a one-stop mechanism for resolving international commercial disputes by litigation, mediation and arbitration, and striving to build a zone where high-end legal resources are gathered and international commercial maritime disputes are handled which aims at "Based in Fujian, Radiating across the Taiwan Strait, Influencing China, Facing the world". Fujian will actively promote the construction of the Central Legal Zone on the Silk Road to a new level, strengthen pragmatic cooperation with relevant departments, welcome domestic and foreign legal service institutions to set up and operate in Fujian, accelerate the convergence of international high-end legal and pan-legal resources, help Fujian's high-quality development and modernization, and contribute to the construction of "One Belt One Road".

The CMAC Maritime Silk Road Arbitration Centre will give full play to the advantages of CMAC's professional legal services, based in Xiamen,  radiating across the Taiwan Strait, serving the whole country, connecting  Southeast Asia, linking Asia, Africa and Latin America. The Maritime Silk Road Arbitration Centre will focus on promoting mechanism innovation, strengthening talents fostering, actively promoting Xiamen as a "preferred international dispute resolution center", managing to build a soft environment for regional foreign-related legal services, and escorting the construction of "One Belt One Road".
