To further comprehend and implement the guiding principles of the 20th National CPC, to fully and accurately implement the judicial responsibility system, and to further improve the allocation of authorities and responsibilities of the collegial panel and standardize its operating mechanism, the SPC recently issues Opinions of the SPC on Regulating the Operating Mechanism of the Collegiate Panel, which will come into effect on November 1, 2022.

The Opinions further refines the collegial panel's composition mechanism, improves the collegial panel members' responsibilities, evaluation rules and the way of conducting judicial documents, and regulates key issues such as the connection between the collegial panel's operation and the presidents' performance of supervision and management on responsibilities and supervision and management mechanism of "four types of cases". The Opinions echoes the organic connection and coordination with the reforming documents such as meetings of professional judges, judicial committee, list of judicial authorities and responsibilities, unified application of laws, and supervision and management of "four types of cases" previously issued by the SPC, and completes the puzzle of the reform of judicial responsibility system.
