Recently nine departments including the State Administration for Market Regulation, the National Development and Reform Commission, and the Ministry of Housing and Urban-Rural Development jointly issue Implementation Plan for Establishing and Improving the Standard Measurement System for Carbon Peak and Carbon Neutralization (Implementation Plan). The Implementation Plan, as one of the safeguard plans of "1+N" policy of national carbon peak and carbon neutralization system defines the overall deployment of carbon peak and carbon neutralization standard measurement system of China.

Among which, the Ministry of Housing and Urban-Rural Development, the Ministry of Industry and Information Technology and the State Administration of Market Regulation are responsible for strengthening the formulation and revision of low-carbon standards upgrading for infrastructures according to the allocation of authorities. These ministries set standards for energy-saving and low-carbon construction of urban infrastructures, recycling of sewage and garbage, energy-saving transformation of rural housing, green construction, etc., and improving the equipment standards for regenerating and recycling of construction waste, residual energy and waste heat.
